How do two Republicans on the Indiana House Ways and Means Committee with 24 and 8 years of legislative experience get replaced with Republicans that have only 2 years and 13 months experience? How does a Democrat with one year in the Indiana House become Chairman of the Roads & Transportation Committee? The answer to both questions is by contributing enough money to either the Indiana House Republican Campaign Committee (HRCC) or the Indiana House Democrat Caucus (IHDC).

The HRCC, which is controlled by House Republican leadership, is used to accumulate and distribute campaign money for House Republican candidates. HRCC contributions in 2002 totaled $1,799,623.11, of which $679,986.70 came from the 40 House Republicans who were re-elected. See the Ethics Complaint for specific HRCC details.

Democrat leaders in the House control the IHDC. Of the $1,748,752.91 in contributions raised in 2002 for House Democrat candidates, $879,133.43 came from the 44 House Democrats who were re-elected. See the tables below for specific IHDC details.

The two previous Republican members of the House Ways and Means Committee with 24 and 8 years of legislative experience ranked 36th and 37th in 2002 HRCC contributions. Their replacements, who had only 13 months and 2 years experience, ranked 19th and 32nd in contributions.

The Democrat with one year in the Indiana House who become Chairman of the Roads & Transportation Committee contributed a whopping $175,833.00 to the IHDC in 2002. His contribution was almost three times greater than the next highest contributor.

All the tabulated HRCC and IHDC contributions came from the Candidate Committees of the re-elected House members . What this means is that the re-elected Representatives had to go to lobbyists to obtain the money for the contributions they made. In other words, since most campaign money comes from those who desire special interest "access," lobbyist influence in the House is considerably stronger than it would otherwise be with no HRCC and IHDC contribution demands from House Republican and Democrat leadership.

Hoosiers deserve the best-qualified public servants as key members of important House committees, not just those who contribute enough campaign money to meet a political payola threshold. Most Representatives are honorable and do not like to have campaign money extorted from them by their leadership. HRCC and IHDC contributions from sitting Representatives must cease. The only criteria for committee assignments must be a fully objective consideration of the welfare of all Indiana citizens. All House committees are rightfully owned by the voters and are not political chits for sale by political leaders to the highest bidder.

On February 26, a complaint was filed with the House Ethics Committee against the House Minority Leader stating that the overriding criteria for his recommendation of Republican Ways and Means Committee members was the amount of money each House Republican contributed, or caused to be contributed, in 2002 to the HRCC. The House Ethics Committee found on April 7 that the complaint does not allege facts that are sufficient to constitute a violation of the House Ethics Code because no affidavits or other evidence were presented to indicate that the House Minority Leader has done anything other than properly perform the duties of his office. Some persons confidentially reported some things that ultimately led to the decision to file the ethics complaint. The information sources will not be revealed to anyone for fear they will suffer political retribution.

What can you do to help limit lobbyist influence by keeping House leadership from selling important committee assignments for campaign contributions? Contact your State Representative and ask him or her to not make any more contributions to the House Republican Campaign Committee or the Indiana House Democrat Caucus. Urge your Representative to support political leaders who transcend "politics as usual" and do not merely pursue the money they think they need to stay in power.
