NOTE: The information on this web page making reference to a Lebanon Utilities sanitary sewer rate increase was current as of October 12, 2015.

Lebanon Utilities is preparing a sanitary sewer rate increase proposal for approval by the Lebanon City Council. The proposed sanitary sewer rate increase would apparently add about $15 a month to the Lebanon Utilities bill for most Lebanon homeowners.

Part of the proposed sanitary sewer rate increase would pay for sanitary sewer capital projects planned for 2015 through 2021. One such planned capital project is the Elizaville Road Project, which would cost $769,265 and is described as follows: “This is a gravity system to address the homes along Elizaville to John Bart and includes running a line into Winding Way. This addresses a number of homes without sanitary.” This Project would construct a gravity system to serve 28 homes now on individual septic systems along Elizaville Road to John Bart Road, and also would include running a stub line into Winding Way.

A Boone County GIS map of the proposed Elizaville Road Project is listed next. The new sanitary sewer line is expected to connect to an existing sanitary sewer line that runs north through back yard easements in the homes along the East side of Elizaville Road to Tyre Road (at parcels #1 and #2 on the map). NOTE: The new sanitary line depicted on the map below will actually be placed alongside Elizaville Road in front of the homes (and will not be run through the back yards of the homes) - also, just a stub line will be run across Elizaville Road to Winding Way (an entire sanitary line will not be run into Winding Way).

The Elizaville Road Project is estimated to cost $769,265, or about $26,500 per home served. It appears that 19 of the 28 homes can be served by laying sewer lines within the Lebanon city limits, while it would require laying sewer lines outside the city limits to serve the other 9 homes.

It is poor public policy for Lebanon Utilities to raise the sanitary sewer rate to complete capital projects outside the Lebanon city limits. Lebanon Utilities is a municipal utility for the City of Lebanon, and homeowners who choose to live outside the city limits to avoid Lebanon’s high municipal property tax rate should not benefit from having utility ratepayers within the city provide them with free sanitary sewer infrastructure to replace their individual septic systems.

The portion of the Elizaville Road Project outside the Lebanon city limits should NOT be completed by Lebanon Utilities – and the $240,000 portion of the Elizaville Road Project outside the city limits must NOT be used in the computation of any Lebanon Utilities sanitary sewer rate increase. Removing the portion of the Elizaville Road Project outside the Lebanon city limits from the proposed new bond issue to pay for selected capital projects would save $13,306 in annual Proposed Debt Service and save $2,661 in annual Debt Service Reserve.

The decision whether or not to eliminate the portion of the Elizaville Road Project outside the Lebanon city limits may end up having a “political’ component.

The 1.02-acre parcel #21 at 2209 Elizaville Road is owned by Dan Lamar, who is a member of the Lebanon Utilities Service Board. This parcel of land was voluntarily annexed into the City of Lebanon on June 9, 2014, by Ordinance No. 2014-08.

The 1.865-acre parcel #24 at 2223 Elizaville Road is owned by Jeremy Lamar, who sits on the Lebanon City Council. This parcel of land was voluntarily annexed into the City of Lebanon on October 24, 2011, by Ordinance No. 2011-21.

The Elizaville Road Project sanitary sewer line would have to be extended through adjacent parcels OUTSIDE the city limits to reach parcels #21 and #24. If the proper decision is made to NOT extend the new Elizaville Road Project sanitary sewer line through parcels outside the Lebanon city limits, then parcels #21 and #24 owned by the Lamars would not get free sanitary sewer infrastructure from a sanitary sewer rate increase to replace their septic systems.
